Saudi Arabia’s NEOM, a $1 trillion project led by the Public Investment Fund (PIF) and chaired by Crown Prince Mohammed bin Salman, has recently created a new layer of senior management. The aim is to enhance oversight as NEOM faces a critical strategic review and significant staffing cuts. This restructuring comes as construction delays and cost overruns prompt a reassessment of the project’s ambitious goals.

The new unit, formed under NEOM’s CEO Aiman al-Mudaifer, is headed by Mazen Alfuraih, a former PIF executive. The team will focus on governance and engagement with the Saudi state, ensuring more efficient coordination during this phase of restructuring. The review, initiated in 2025, is expected to scale back some of NEOM’s previously grandiose plans in response to evolving market conditions.

NEOM’s latest governance shift, which includes several key executive changes, aims to improve oversight during this pivotal period. The new chief of staff division will play a crucial role in the day-to-day operations and engagement with Saudi authorities. The initial workforce of 6,000 has been trimmed down by several hundred employees, with further layoffs expected as part of the ongoing assessment. While some parts of NEOM, like the Trojena ski resort and the Oxagon industrial city, continue to progress, the review has notably impacted other developments.

In addition, NEOM’s flagship project, The Line, which was initially slated to be a futuristic city, may see its timeline and scale revised. The Trojena ski resort, once expected to host the 2029 Asian Winter Games, is also delayed, marking another setback in the project’s high-profile ambitions.

Despite the challenges, NEOM is continuing with certain developments, including its green hydrogen plant and the Oxagon port. These ongoing projects are in line with the revised priorities set during the strategic review.
