US AI Export Strategy Takes Center Stage at India AI Impact Summit

The US AI export strategy was a major focus at the India AI Impact Summit, where White House Office of Science and Technology Policy Director Michael Kratsios outlined efforts to expand American artificial intelligence technologies abroad. The US AI export strategy aims to strengthen partnerships, promote AI sovereignty among allies and accelerate responsible global AI adoption.

Leading the U.S. delegation, Kratsios emphasized that American leadership in AI should empower partner nations rather than centralize governance under global frameworks.

US AI Export Strategy Centers on AI Sovereignty

At the summit, Kratsios described the US AI export strategy as a pathway to what he called “real AI sovereignty.” According to his remarks, sovereignty means enabling countries to own and deploy best-in-class AI technology while maintaining control over sensitive national data.

He encouraged partner nations to build on what he referred to as the “American AI stack.” Under this model, countries would leverage U.S. hardware, software, models and applications while ensuring that critical data remains within domestic borders.

The US AI export strategy rejects centralized global AI governance and instead promotes bilateral cooperation and strategic autonomy through partnerships with the United States.

American AI Exports Program Expands Global Reach

A key pillar of the US AI export strategy is the American AI Exports Program. Launched by the Department of Commerce’s International Trade Administration, the initiative seeks to expand the global reach of U.S. AI technologies.

The program identifies industry-led export packages that bundle AI hardware, software platforms, models and sector-specific applications. These packages are then promoted to international markets as integrated solutions.

The effort aligns with an executive order intended to strengthen exports of the U.S. AI technology stack and reinforce American competitiveness in emerging markets.

National Champions Initiative to Reinforce Domestic Ecosystems

Kratsios also introduced the National Champions Initiative during his summit remarks. This initiative will incorporate leading AI companies from partner countries into customized American AI export stacks.

The goal is to demonstrate how U.S. technologies can support and reinforce domestic AI ecosystems in allied nations. By integrating local companies into broader export frameworks, the US AI export strategy aims to foster innovation without undermining national capabilities.

US Tech Corps to Support AI Implementation

Another component of the US AI export strategy is the creation of the U.S. Tech Corps. Structured under the Peace Corps framework, the initiative will deploy volunteer technical experts to partner countries.

These experts will assist governments in implementing AI solutions across public services. Target sectors include healthcare, education, agriculture, energy infrastructure and citizen-facing digital services.

Through technical support and capacity building, the US AI export strategy seeks to accelerate AI deployment while strengthening institutional readiness.

Treasury and NIST Back Global AI Standards

Kratsios also highlighted additional measures designed to support global AI adoption.

The Department of the Treasury plans to establish a new fund at the World Bank to help countries overcome financial and structural barriers to AI implementation.

Meanwhile, the National Institute of Standards and Technology will work through the Center for AI Standards and Innovation to advance interoperable and secure standards for agentic AI systems. The AI Agent Standards Initiative aims to ensure that emerging AI technologies remain secure, reliable and compatible across borders.

US AI Export Strategy Signals Broader Global Ambitions

The US AI export strategy underscores Washington’s broader ambition to shape the future of artificial intelligence through partnerships rather than centralized control.

By combining export promotion, technical assistance, financial support and standards development, the administration aims to position American AI technologies at the center of global digital transformation.

As governments and industry leaders continue discussions on AI policy and implementation, the US AI export strategy signals a coordinated effort to expand influence while promoting secure and sovereign adoption worldwide.
