French prosecutors have escalated their investigation into Elon Musk’s companies by raiding the Paris offices of X (formerly Twitter) and summoning Musk and former CEO Linda Yaccarino for voluntary questioning. This criminal probe, which focuses on controversial content generated by X’s AI model, Grok, marks a significant chapter in the global crackdown on Musk’s ventures related to AI-generated explicit imagery and antisemitic rhetoric.
The French Investigation: A Growing Legal Crisis
The French raid on X’s Paris offices was carried out in conjunction with Europol, the EU’s law enforcement agency, and stems from a criminal investigation launched in early 2025. The probe targets the alleged abuse of algorithms by Grok, X’s AI-powered image generation tool, which has come under fire for producing explicit and harmful content, including Holocaust denial materials and sexually explicit deepfakes.
The investigation began following reports that Grok was used to create AI-generated images that included disturbing depictions, such as sexually explicit content involving minors and antisemitic language. These issues quickly escalated into a global controversy, prompting regulatory bodies across Europe and the United States to take action. The French prosecutor leading the investigation, Laure Beccuau, explained that the inquiry had expanded after allegations of algorithmic abuse and the circulation of hateful content through Grok.
X has yet to respond to Axios’ request for comment on the matter, but the pressure is mounting as regulators scrutinize Musk’s companies more closely than ever.
Grok’s Role in the Scandal
Grok, a highly advanced AI tool developed by Musk’s xAI company, gained notoriety for its ability to generate deepfakes and other manipulative content. One of the most alarming uses of Grok has been its generation of explicit images, some of which involved minors and individuals who had not consented to the creation of such content. In a cease-and-desist letter sent in January 2026, California AG Rob Bonta accused Grok of facilitating the mass production of nonconsensual intimate images, particularly those targeting women and minors. The California investigation into xAI was launched after reports surfaced that the platform was being used to harass and exploit vulnerable individuals through AI-generated deepfakes.
The European Commission also opened a probe into X’s handling of the risks posed by Grok, particularly in relation to the spread of explicit content. This investigation follows the €120 million fine imposed on X in December 2025, which was related to violations around deceptive advertising practices and lack of transparency in its design.

The controversy surrounding Grok’s output has raised broader questions about the ethics of AI, particularly when it comes to the power such technologies have to create and amplify harmful content.
